Later it will be explained with much more details, but Kittitas County Treasurer Amy J. Mills framing people started by Ellensburg Executive Assistant Laurie Gigstead forwarding an e-mail to Kittitas County Probation Officer Patrick C. Gigstead (no relation, though uncommon same last names); said probation officer then re-forwarded the e-mail to Amy Mills. Ms. Mills then had a meeting with Kittitas County Prosecutor deputy Neil Alan Caulkins who improperly became an investigator and even though there are many of conflicts of interest with the Kittitas County Prosecutor’s office even prosecuting cases. However, even before the above situation, a Kittitas County Jail employee telephoned Amy Mills with a bunch of lies to lead her astray.
